      Description

the issue is that sometimes that might be a race condition between systemd creates logging directory and applies ACLs

      https://github.com/systemd/systemd/issues/1397

Because of this bug, dcos-log is unable to read binary journal, since it is owned by root:root

      the correct permissions: root:systemd-journal

      as a workaround systemd-tmpfiles --create --prefix /run/log/journal

We need to figure out how to address this bug in DC/OS, DC/OS EE.

We probably would never catch the bug in our CI, simple because our AMI images are pre-backed with the directories with correct permissions. We will only see this when we install DC/OS on brand new images. A good example is dcos-docker.
