The test at https://github.com/dcos/dcos/blob/1d9e6bb2a27daf3dc8ec359e01e2272ec8a09dd0/packages/dcos-integration-test/extra/test_packaging.py#L141 can use a simpler package to install. Right now, it install kafka (and skips if there are less than 3 nodes). This causes problems when running in strict clusters (because the default installation of kafka in strict cluster requires service uid and secret).
The intention of this test is to ensure that the /package/install works. We don't need 3 nodes and a service account to ensure that the install endpoint works. I am changing this test to use a simpler package that only requires one node.
