      Description

      As a user of External LDAP Configuration
      I want case-insensitive username lookups
      So that I don't need to manage multiple instances for a given user.

      I'll know I'm done when I can add and configure a user "test", and allow then to login as "TEST".

      My organization provisions users in the form of <first_initial><last_initial><associate_id> (e.g. MA12345). If I provision their accounts using a case different than what they choose to login with, I can end up with duplicate users in the system.
